The Brodrick Shooting Exposed

On September 20, 1997 two citizens and one police officer were killed in Boise, Idaho in the parking lot behind the Rider's Bar at the corner of West 15th and Idaho Street in what began as a routine traffic stop. The Idaho Statesman reported the police version of the incident but a private investigator, David Hoffman, found evidence that the truth of that night was quite different from the story initially reported to the public. This is a shortened version of his story. His statement (21 pages which substantiates all stated facts) is attached.

The Story

The Idaho Statesman headline on September 23, 1997 reads, "One of two brothers fired shot that killed Boise officer." However according to three eyewitnesses (parked on Idaho Street) officer Mark Stall was killed by Boise Police gunfire as the driver, Craig Brodrick, running unarmed through a hail of gunfire toward Idaho Street, passed Stall putting Stall in the line of fire. The witnesses saw Stall fall after being shot by police gunfire aimed at Craig Brodrick and then they saw Craig fall in the middle of Idaho Street. Later, Craig's body was dragged back to the passenger side of his car where police photographs were taken.

The witnesses say that Doug Brodrick was then shot while standing near his car, with hands over his head screaming, "Stop, don't shoot us!" After being shot, Craig dropped to the ground where 5 police officers ran up and fired 5 bullets into the back of his head.

Hoffman interviewed the three witnesses and FBI polygrapher Mr. Cyril Wecht (30-year FBI veteran and president of a national polygraph association) administered a polygraph test, which resulted in the witnesses scoring extremely high in the truthful range. Mr. Hoffman located these witnesses through his own research and the Boise Police Department never interviewed them.

The accompanying map shows the placement of the Brodrick brother's car, Craig Brodrick's movements, the victims' actual and assumed final locations, BPD cars, BPD officer locations, officer Mark Stall's location and the witnesses' location.

Sequence of Events

Brodricks are pulled over at 1:20 am on Idaho Street for failure to signal and stop behind Rider's Bar parking lot (map #1). The officer pulls in behind them (map #2). The Brodricks both exit the vehicle.

"Code One" assist (quiet approach) is called for by BPD. An ATL (Attempt To Locate) is called in for a Pennsylvania license plate which triggers five officers in the area to respond "Code Three" (lights & sirens). One jumps the curb of 15th Street (map #4) and one rounds the corner of 15th and Idaho (wrong way) and pulls into the parking lot (map #5). Three other police cars arrive on Idaho in various locations (map #5a,b,c). Officer Mark Stall (map #9) walks into parking lot.

Police have weapons drawn aiming at the Brodricks. They instruct the Brodricks to get back into their vehicle. An officer instructs: "Driver, step out of the car. Sir, you're not under arrest at this time. Keep your hands where we can see them and raise your jacket."

Craig Brodrick gets out and walks to rear side of the car. An aggressive officer advances toward Craig who then puts his hands in front of him self and says, "Back off." At this point with hands still visible to the witnesses, Craig shrugs his shoulders, turns and takes a step back towards his open door. The officer shot Craig twice in the back. Craig drops to the ground.

Suddenly Craig shot up off the ground ran around his open car door then around the front of his car to the opposite side of his brothers open car door. He reeled around to his left and starts to drop as if hit by a round in his upper chest, catches himself from falling and turned and ran in blind panic toward the police car at map #5 location. After 4 good strides he ran directly into the front of the police car, rolled off the hood and changed direction (map #12 path). The witnesses hear a cop yell, "We have a runner." The police shoot everything they have as the driver runs Northeast, past Stall and out into Idaho St. where he falls.

Mark Stall was standing at the map #9 position and was safe until Craig's path put Stall in the line of fire of the officers at map #6 position. Officer Stall then received a fatal wound from police gunfire under his right arm above his bulletproof vest.

A bar patron's pickup truck parked on Idaho Street (map #3 location) was struck with bullets as Craig ran past it into the street. His dog, waiting in the vehicle, was hit by police gunfire.

Gunfire then is directed toward Doug Brodrick, standing near his car (map #8 position). He shouts, "Stop, don't shoot us, don't shoot us." He was shot twice and dropped to the ground shouting, "Don't shoot us." Five officers from the map #6 position ran up to him and fired five slugs into the back of his head at close range. The witnesses drive away.

Since the witnesses saw Craig fall on Idaho Street it is assumed that Boise Police dragged the body of Craig Brodrick back to the car and placed him near his dead brother (map #8 position).

BPD officers closed off the streets and told the police dispatcher to direct the ambulance through the south alley (avoiding Idaho Street). They call for a CSI (crime scene investigator) rather than a detective or State Police. It is believed that this was done to hide evidence and alter the crime scene.

Hoffman's Investigation

Soon after the shootings, David Hoffman put an ad in the Idaho Statesman reading: "POLICE SHOOTING: The father and uncle of the shot boys will soon arrive in Boise. Anyone who saw or knows anything please call this number."

Mr. Hoffman received several calls but in particular three came from the Boise Public Safety Building. Mr. Hoffman used a caller ID to obtain the phone number of the callers and when this number was called back the receptionist answered, "Boise City Law Enforcement" (it is assumed that the callers were police who wanted to help Mr. Hoffman with his investigation).

The first police caller's voice appeared to be electronically altered and said:
"Yes, you have a cover-up and the problem is that the young man that was a passenger was begging for his life when he was shot twice. The driver was shot in the back as he was walking back to the vehicle. There was no gun in the holster. The gun was on the seat. You have a cover-up. Look for the pictures of the slain officer. The bullet could not have come from that fired direction. Thank you."

The second police caller's voice also appeared to be electronically altered and said:
"Hello, I am calling in regard to the boys that were shot. I'm sincerely sorry. Mr. Tibbs, the lieutenant, has stated that there is a letter circulating that states this could not possibly have happened. It told officers not to respond [to the ad asking for information]. I am telling you that Doug never drew his gun. We knew that he could not have fired the shot. He said, holding his hands up, "Don't shoot, don't shoot! I have a gun." Officers asked him to sweep his coat up. He said, "Don't shoot, don't shoot." He reaches down. He sweeps his coat up as requested. One shot fires and immediately the rest of the officers fire. I'm sorry. I'm sorry."

Other responses to the hot line include witnesses just prior to and during the shooting.

Conclusion

David Hoffman and other concerned Boise citizens have prepared this message because the truth is important. What has been said here is true, it is vitally important and behooves the reader to take action to help expose police corruption because eventually it will affect everyone (even you!). The things you see about police crimes in the movies and on TV have actually happened in Boise. Even if you have not personally been hurt by police corruption, your community has been and in the end that also includes you. Be informed, speak out and help stop police criminals.
